Open Work Permits for Ukrainian Nationals

Extending the Canada-Ukraine Authorization for Emergency Travel and other supports

To continue supporting those affected by Russia’s war against Ukraine, we’re extending the end dates for the Canada-Ukraine authorization for emergency travel (CUAET) and other related measures.

  • This includes new dates to apply for CUAET

  • Travel to and enter Canada under the CUAET special measures

  • Access settlement services in Canada

  • Immigration Canada is also extending the one-time financial assistance provided to eligible Ukrainians and their family members.

In support of those affected by the Russian invasion of Ukraine, we’ve created the Canada-Ukraine authorization for emergency travel (CUAET) measures to help Ukrainians and their family members come to Canada as quickly as possible and to provide them with the ability to work and study while in Canada.

The CUAET measures also give those who are already in Canada the option to extend their visitor status, work permit or study permit so that they can continue to live and work or study in Canada temporarily.

Follow the instructions below for your specific situation.

Temporary residence programs are intended to help those affected by the Russian invasion of Ukraine to seek temporary safe harbour in Canada, until it is safe to return to Ukraine. Temporary residents may be able to apply for permanent residence through various programs, should they decide to stay in Canada at the end of their temporary stay.


Ukrainian nationals have access to certain open work permit options in Canada. However, it's important to note that immigration policies and programs can change over time. For the most up-to-date information, We recommend checking the official website of Immigration, Refugees and Citizenship Canada (IRCC) or consulting us for more accurate and up-to-date inforamtion. Here's a general overview of the open work permit options for Ukrainian nationals:


1. International Experience Canada (IEC) Program:

- The IEC program allows young individuals from specific countries, including Ukraine, to obtain working holiday open work permits for temporary employment in Canada.

- The IEC program has different categories, including Working Holiday, Young Professionals, and International Co-op.

- Ukrainian nationals can apply for the Working Holiday category, which provides an open work permit allowing them to work for any employer in Canada for a limited period, usually up to two years.


2. Spousal/Common-law Partner Open Work Permit:

- If a Ukrainian national has a spouse or common-law partner who is a Canadian citizen or permanent resident, they may be eligible for an open work permit.

- The spousal/common-law partner open work permit allows the holder to work in Canada for any eligible employer, regardless of the job position.

- The duration of the work permit may vary depending on the status of the sponsor or the specific immigration program.


3. Post-Graduation Work Permit (PGWP):

- Ukrainian nationals who have completed a program of study at a designated learning institution in Canada may be eligible for a post-graduation work permit.

- The PGWP is an open work permit that allows graduates to work for any employer in Canada to gain Canadian work experience.

- The length of the PGWP depends on the duration of the program of study, ranging from 8 months to 3 years.


4. LMIA-Exempt Work Permits:

- Ukrainian nationals may be eligible for certain LMIA-exempt work permit categories, such as those under the International Mobility Program (IMP).

- Examples of LMIA-exempt categories include intra-company transfers, certain international agreements, and reciprocal employment programs.
