Ontario, the most populous province in Canada, has its own Provincial Nominee Program (PNP) called the Ontario Immigrant Nominee Program (OINP). The OINP allows the province to nominate individuals who wish to settle in Ontario based on their skills, work experience, and other factors that meet the province's economic and labor market needs. Here is some detailed information on the OINP and how it works:
1. Categories: The OINP offers several immigration categories, each with its own specific requirements. These categories include:
a. Employer Job Offer Category: This category is for individuals who have a job offer from an Ontario employer. There are three sub-categories under this category:
i. Foreign Worker Stream: For individuals with a job offer in a skilled occupation (NOC 0, A, or B) from an Ontario employer.
ii. International Student Stream: For individuals who have graduated from an eligible Ontario college or university and have a job offer in a skilled occupation (NOC 0, A, or B) from an Ontario employer.
iii. In-Demand Skills Stream: For individuals with a job offer in specific high-demand occupations in Ontario.
b. Human Capital Category: This category is for individuals with the necessary education, work experience, language proficiency, and other factors to contribute to Ontario's economy and labor market. There are two sub-categories under this category:
i. International Graduate Stream: For individuals who have graduated from an eligible Ontario college or university and have a job offer or have work experience in Ontario.
ii. Ontario's Express Entry Stream: For individuals who have a profile in the federal Express Entry system and meet the criteria of either the French-Speaking Skilled Worker Stream or the Skilled Trades Stream.
c. Business Category: This category is for individuals who want to start a new business or buy an existing business in Ontario. There are two sub-categories under this category:
i. Entrepreneur Stream: For individuals who want to establish a new business or buy an existing business and actively manage it in Ontario.
ii. Corporate Stream: For established international corporations that want to expand their business to Ontario or buy an existing business in the province.
2. Application Process: The OINP application process generally involves the following steps, although they may vary depending on the category:
a. Expression of Interest (EOI): Applicants may need to submit an EOI to the OINP, indicating their interest in immigrating to Ontario. The EOI provides information about the applicant's skills, work experience, education, language proficiency, and other factors.
b. Invitation to Apply (ITA): If the applicant's EOI meets the eligibility criteria and aligns with Ontario's economic needs, they may receive an ITA to apply to the OINP. The ITA will specify the category for which they are being invited to apply.
c. Application Submission: Once an ITA is received, the applicant must submit a complete application to the OINP within the specified timeframe. This includes providing supporting documents, such as educational credentials, work experience letters, language test results, business-related documents (for business categories), and others as required.
d. Assessment and Nomination: The OINP assesses the application based on the eligibility criteria of the chosen category. If the application is approved, the applicant receives a provincial nomination from Ontario.
e. Federal Application and Permanent Residence: After receiving a provincial nomination, the applicant must submit an application for permanent residence to the federal government through the Express Entry system (if applicable) or through other applicable federal immigration streams. If the federal application is approved, the applicant and their accompanying family members can become permanent residents of Canada.
3. Benefits of OINP: The OINP offers various benefits for immigrants, including:
a. Priority Processing: Applicants nominated by Ontario through the OINP receive priority processing of their permanent residence applications.
b. Additional Points: A provincial nomination from Ontario awards additional points in the Comprehensive Ranking System (CRS) of the federal Express Entry system, significantly enhancing the chances of receiving an Invitation to Apply (ITA) for permanent residence.
